Can Code Defeat Naruto And Sasuke?
The quickest answer is Yes. Code is in a different league as of now in the Boruto Manga because the limiters are removed. So, if Code’s Limiters are removed, he will easily surpass Jigan and Ishiki.
Code was the one responsible to look after the 10 tails and seeing that it does not escape. No other character in the Naruto or Boruto series has the power to do that apart from the Otsutsukis members themselves.
Remember, It was stated by Amado himself that almost every member of Kara except for Code had enhancements that make him stronger. However, Amado made sure Code had a limiter to make him weaker because Jigen didn’t want anyone to threaten his strength or try to defeat him and take over Kara.
Code on other hand did not object to such order because he worships Isshiki like a God, who is inside Jigen as a God, and loves the Otsusuki as if it is a race or religion.
Furthermore, Code also states that he could effortlessly take out Hokage Naruto & Sasuke right anytime he wants, however, he rather leave that to Eida so he doesn’t worry about unnecessary fights.
Their former leader Amado also suspects that Naruto would die if there was a 1versus 1 fight against Code, that’s without the limiter off. So yes, It’s possible that Code can’t beat both because the limiter might not be off.
However, it is unknown to us the fans whether Amado is still controlling the limiter. It’s possible that Code knows how to take the limiter off at any time too but still needs Amado’s help.

Only one conclusion to this fight and that’s the fact that if both Sasuke and Naruto attack Code together, Code might not be able to beat them alone if his Limiter is off. If he does not have the Limiter on then there’s no hope for Naruto and Sasuke in battle Code because they would not stand a chance.
Maybe Bayron Mode Naruto could put up some fight but we are not so sure a the moment.
There is a scene in the Manga where Code stayed that it would be a breeze to take out both Sasuke and Naruto if he had the limiters off, which means he cannot take them off most likely by himself.
However, Code said it would be a breeze, he did not say he could not or would try he was very confident in his words. So he can probably still pull off a win with the limiters on, However, it would just be too hard. Jigen low diffed both Sasuke and Naruto of them at full power.
