When we talk about the fastest character (s) we have to factor in that Minato is fast in both the teleportation Jutsu and general movement speed as praised by the second and third Hokages.
However, for in physical movements Madara and 10 tails Jinchuriki, Might Guy, and Kaguya are the fastest physically. Nonetheless, let’s look at all feats for each character and see which one would be the faster Naruto character on this list.
13) Rock Lee
Rock Lee in his drunken state dodged lightning from a few feet away as a teenager back in the day. He did this without opening any gates or taking his weights off. Therefore, this can only mean by opening gate 1 he is about x10 times faster than lightning with his weights still on. Rock Lee’s speed somewhat rivals the Raikage’s speed as an adult.

Although we now know the 3rd Raikage is stronger than the 4th they have relatively fast speed and with their body flickering which is able to keep up with KCM 1 Naruto and slightly keep up with base Minato.

Hashirama Senju was much stronger than anyone around back in the day. Madara is an entire level above Tobirama. Both Madara and Hashirama are extremely fast, however, while I would give Hashirama the edge over Madara it would be a fiar to not include Madara on this list.

Minato Namikaze made 6 paths Madara look like a statue, and also made 8 gates guy look like a snail, the reaction speed he has is ridiculous.
A Hokage such as Minato is not considered speed blitz quick because of his actual speed. The reason why he is called Yellow Flash is that his quickness comes from him literally teleporting from one place to the next instantly. Madara JuuBi the Ten-Tails Jinchuriki was able to react and easily dodge 8 Gates Guy attacks. He eventually was overtaken by Kaguya with the help of black Zetsu, however, he was an amazing villain and a fast one at that as well.
6) Might Guy
Might Guy 8 Gate opening is known to bend space and that’s quite an impressive feat. Guy’s can keep with Madara as well. However, he does not have a lot of stamina but his speed is indisputable. A Shinobi such as Might Guy is able to impress Juubi Madara when no one else could. His speed was amazing and was difficult to track, however, Madara was able to easily beat him.
5) Toneri Otsutsuki
Toneri Otsutsuki with his Tensiegan was able to force Naruto to use KCM 2 SM and push Naruto through some hardship moments. As for Speed wise, Toneri was keeping up and maybe or was on par with Naruto KCN2, however, it could be argued then that Naruto didn’t go all out or was weakened at the time.
4) Urashiki Otsutsuki (Fused)
Ootsutsuki Urashiki was technically a filler character in Naruto/Borurto verse and was one of the weirdest and most inconsistent characters ever. However, Urashiki still is very fast. in his Non-fused state, he was able to catch adult Sasuke off guard with ease. However, in his fused, he was able to speed blitz Sasuke and Jiraiya showing impressive feats and some level of consistency.
3) Momoshiki Otsutsuki (Fused)
Momoshiki Otsutsuki’s fused with Kenshiki is an extremely powerful Otsutsuki who puts up a good fight with Adult Naruto and Sasuke during the early stages of Boruto. Nonetheless, we have to remember that both Naruto and Sasuke were nerfed versions which makes Momoshiki not quite equal but he is still an extremely fast and strong character especially when fused with Kenshiki Otsutsuki.
2) Naruto Uzumaki
Naruto is one of the top 3 fastest characters before he lost Kurama Most fans would say Minato is the fastest, however, the truth is he’s not the fastest now. However, when we are talking about travel speed Minato is probably the fastest because of his teleportation techniques.
Now when it comes to his physical speed Naruto is the faster. Throughout the entire anime series, Naruto shows incredible feats of speed, and not just reaction time, teleportation, just plain basic speed. Sasuke has a better reaction time which is due to his Sharingan, however, in terms of physical speed, Naruto is the fastest.
At this point in Boruto Naruto is currently faster than yellow-flash Minato. Naruto before losing Kurama was faster than the speed of light. Naruto was able to dodge 4th Raikage’s punch and deflected 5 Bijuu bombs at once. Minato could only deflect one Bijuu bomb when the Kyuubi attacked Konoha. This makes Naruto the fastest alive as no one has done this since Minato.
1) Sasuke Uchiha
Sasuke Uchiha is pretty fast, like really fast. without the use of his Amenotejikara from Sasuke’s Rinnegan he dangerously fast. The Raikage is said to be as fast as lightning or even faster. Any as fast a bolt of lightning would be around Mach 2700. Madara was able to blitz Minato in the anime which means Madara moved faster than Minato can react, to teleport away.
However, after getting a power boost from Hagoromo Otsutsuki, Sasuke was able to blitz Madara, which was moving in the same direction. Madara was barely able to react to Sasuke’s speed with Kamui.
Nonetheless, we now know Sasuke doesn’t need a Bijuu power up to have the same speed as Naruto, nor before the Hagoromo buff. This makes Sasuke in my opinion the fastest character in the Naruto verse.

In conclusion, when it comes to the fastest Naruto characters ranked, Naruto and Sasuke have has to be the fastest in the series in terms of just raw speed. If we were to debate which character can be in a different position the fastest, Sasuke would win because of his teleportation technique Amenotejikara.
We believe with the new Team 7, Mitsuki may become the fastest character for a while in Boruto verse. However, we know the writers are going to make Boruto surpass Naruto, while Mitsuki will just take on the role of being the fastest in the group then.
